Carol Hedges is the Executive Director of the Colorado Fiscal Institute and has been deeply involved in the research, policy and advocacy community in Colorado for more that 15 years.  She is a recognized expert on TABOR, having written a comprehensive study of its effects, “Ten Years of TABOR”.  Carol is an engaging, entertaining speaker, who can make hard topics more easily understood.  This is a program which should be of interest to all taxpayers, and especially to business people who feel much of the brunt of TABOR and the Gallagher Amendment.
